The Martha’s Vineyard Transit Authority (VTA) is pursuing the development and construction of solar canopies at their operations center, located in the Martha’s Vineyard Airport Business Park (Site).  This project is part of the VTA’s Electric Drives the Future project, the staggered replacement of its existing transit fleet with electric buses and vans that are fueled with clean, renewable energy, some of which is to be generated and stored on site. A Request for Proposals (RFP) is being issued to allow the VTA to evaluate multiple options and determine the project and financial arrangement that best meets the VTA interests.


The objective of this RFP is to obtain a fixed price to engineer, procure, finance, construct, and maintain a minimum of 700kWdc of solar photovoltaic generation parking canopies at the Site.  All Bidders shall respond with proposals that meet the Specification for Solar Canopy Structures.  The Bidder shall note their preferred and alternative vendor in their financial proposal.

Initial site analysis completed by the VTA and its agents for the project; identify the approximate location and orientation of the prospective solar arrays.  The product of this analysis is a conceptual design.  Actual kW capacity and the location, orientation, and tilt(s) of the prospective solar arrays must be determined by bidder. Pricing shall be based on the proposed system design and capacities.  Note, that obtaining a maximum kW capacity, while locating the solar canopy’s footprint in a manner that is approved by the Federal Aviation Administration Glare protocol is critical to project performance.  The capacity provided in the bidders’ proposals are considered firm estimates and will be used as the basis for future guarantees identified in the final executed Agreement.

In preparation for this project the VTA has:
  • Eversource Distributed Generation pre-application for interconnection has been submitted
  • Conceptual system designs and site survey - completed
  • Initial FAA glare studies - completed
  • Review of conceptual design with local boards – underway
The products of these efforts are aggregated, and will be included in this RFP packet as Appendix B.  Contractor will assume responsibility for these applications, designs, and studies, and will obtain municipal and environmental approvals and permits as required by local, state, and/or federal law.  

The bids will be evaluated and the successful bidder will be selected based on technical considerations, warranties and value provided to the VTA, both in initial electrical bill savings, and option to purchase system at a future date. As further defined in Appendix A5 – VTA Pricing Matrix Submission form, bidders are required to detail their proposed methodology and pricing to support the VTA’s evaluation.  

The VTA acknowledges that all Project specific information may not be available and/or fully defined at time of RFP issuance.  There will be an opportunity to submit written questions for respondents who attend the mandatory pre-submission meeting at 12 noon on Friday February 9, 2018. VTA will gather and share all questions, with answers, with all qualified respondents.  If there are instances where the bidder does not have enough information to provide a fixed price, it shall request additional information to develop a fixed price.  If the information is not available, each bidder shall make assumptions in order to provide a fixed price and shall identify and explain all such assumptions.  


Proposals will be available at 12 noon on Friday ~ January 26, 2018 and can be obtained by going to the VTA’s website, by emailing or by calling 508-693-9440 ext. 110.  No late, faxed or emailed proposals will be accepted.

One (1) original, one (1) hard copy and four (4) electronic copies (in pdf format and on a CD-ROM or thumb drive) of the proposal must be submitted to the VTA in a sealed envelope marked as follows:

Responses must be submitted in a sealed outer package. The sealed envelope shall be marked with the respondent’s company name plainly marked in the lower left hand corner. Within each envelope or package, the respondent shall enclose a cover letter with the signature, name, and title of the person authorized to submit the response on behalf of the respondent.

Any contract resulting from this Request for Proposal is subject to the requirements of U.S. Government Title VI of the Civil Rights Act of 1964 and applicable equal employment requirements.  Minority Business Enterprises will be afforded full opportunity to submit proposals and will not be subject to discrimination on the basis of race, color, sex, or national origin in consideration for an award.  
All proposers must certify that they are not ineligible contractors listed on the US Comptroller General's debarred bidders list.

The VTA reserves the right to postpone, accept, or reject any and all proposals and to waive any informality in the RFP process as the VTA deems to be in its best interest.
